Accessibility Statement

The Minuomavalitsus.ee website belongs to the Ministry of Regional Affairs and Agriculture and we want this website to comply with the accessibility requirements established under Section 32 of the Public Information Act.

At the end of the notice, contact details are provided for those who may encounter accessibility issues.

Compliance status

This website is partially compliantvi with accessibility requirements due to the non-compliances listed below.

Content and features that are not accessible

The content and features listed below are not in compliance with legal regulations

Links are distinguished from other text only by color.

Color must not be the only means of distinguishing visual information (in addition to a different color, distinction must also be made by some other means, for example, by adding lines of a different color to links). All links on the web page are distinguished from the main black text only by blue. If links or buttons are distinguished only by color, the contrast ratio of the link or button compared to the surrounding text must be at least 3:1, but on this page the contrast ratio of links to other text is only 1.77:1.

Due to the deficiency, accessibility requirement 9.1.4.1 is non-compliant.

The radio button for switching to high contrast is not sufficiently contrasting.

The high contrast function offers the option to switch on high contrast view (yellow text on a black background). The high-contrast modal opens from the "Accessibility" button in the header and offers a choice of normal view or high-contrast view. The "Accessibility" button is sufficiently contrasting, but the radio button for enabling high-contrast that opens in the modal is not sufficiently contrasting for a user who needs high-contrast view.

Due to the deficiency, accessibility requirement 5.2 is non-compliant.

Several content pages have used heading levels incorrectly.

The requirement states that information and relationships that are presented visually must also be presented textually or software-based. Software-based presentation means describing the information and relationships in the source code of the web page (this ensures that the information and relationships are understandable to assistive technologies, such as screen readers). Heading levels must be ordered, i.e., for example, a level lower than level 2 is not level 4, but level 3. The content of this web page sometimes contains lower-level headings without using intermediate heading levels.

Due to the deficiency, accessibility requirement 9.1.3.1 is non-compliant.

The skip button skips the page title, introductory text, and sharing options.

A skip link is one of the first links in the header, the purpose of which is to move the focus directly to the main content when clicking on it (i.e., it jumps over the information that is located in the header of a subpage and is the same on all subpages). The skip button is present and working on this webpage, but it skips the page title, introductory text, and sharing options on subpages.

Due to the deficiency, accessibility requirement 9.2.4.1 is non-compliant.

Web browser text magnification does not affect texts in Power BI dashboards.

The requirement states that websites must obey the settings specified by the web browser or user for measurement units, web page color, contrast, font style, font size, and cursor focus style. For example, it must be possible to change the font size. On this webpage, the browser's text magnification does not affect the texts in Power BI dashboards.

Due to the deficiency, accessibility requirement 11.7 is non-compliant.

Increasing text spacing does not affect the content of Power BI dashboards.

The requirement states that the user must be able to increase text spacing. On this webpage, increasing text spacing does not apply to the texts in Power BI dashboards.

Due to the deficiency, accessibility requirement 9.1.4.12 is non-compliant.

The keyboard cannot be used to access the Power BI dashboard zoom + and - buttons and the full screen button.

The requirement states that all page functions must be accessible only with the keyboard. On this webpage, the keyboard cannot be used to access the Power BI dashboard zoom + and - buttons and the full screen button.

Due to the deficiency, accessibility requirement 9.2.1.1 is non-compliant.

The focus style is poorly visible or missing in places.

The requirement states that when using a website with only the keyboard, each activated user interface element - such as a button or link - has a focus style that distinguishes it from other elements when the element is focused. The focus style of the "->" button in the search box of this website is poorly visible, and the menu button does not have a visible focus style in mobile view.

Due to this deficiency, accessibility requirement 9.2.4.7 is non-compliant.

The carousel cannot be stopped, paused, or hidden.

The requirement states that content on a website that is dynamic, automatically updating, or flashing must be able to be stopped, paused, or hidden. The news carousel on the homepage of this website cannot be stopped, paused, or hidden.

Due to this deficiency, accessibility requirement 9.2.2.2 is non-compliant.

Screen readers do not tell you whether menu items are open or not.

The purpose of the requirement is to ensure that user interface elements are as usable with assistive technologies as they are without assistive technologies. The screen reader must announce the name and purpose of each user interface element (e.g. link, form field, button, icon, calendar for selecting a date, etc.) and also announce when its value changes (e.g. element is in focus, selected, marked, etc.: if necessary, you must check the box yourself, etc.). In the case of the menu of this website, the screen reader does not announce whether the menu is open or not.

Due to the deficiency, accessibility requirement 9.4.1.2 is non-compliant.

On a 1280px wide screen, the Power BI dashboards are not fully visible from 200% zoom.

The website must be responsive, i.e. the content must be usable and there must be no second, or horizontal, scroll bar. The requirement states that on a 1280px wide screen, it must be possible to zoom up to 400% zoom without a second, or horizontal, scroll bar appearing. The width of the Power BI industry dashboards on this website is not dynamic, so a horizontal scroll bar appears when zooming and in mobile view.

Due to the deficiency, accessibility requirement 9.1.4.4 and 9.1.4.10 is non-compliant.

All informative images do not have correct alt-labels.

With a screen reader, every informative image must have a description that conveys the same information as the image itself. On this website, not all informative images have correct alt descriptions.

Due to the deficiency, accessibility requirement 9.1.1.1 is non-compliant.

Some user interface elements are not usable with assistive technologies or are less usable with assistive technologies than without them.

User interface elements must be as usable with assistive technologies as they are without them. This website has deficiencies in this aspect.

Due to the deficiency, accessibility requirement 9.4.1.2 is non-compliant.

There are textual instructions on the website that refer only to the shape, size, or location of elements.

Textual instructions should not refer only to the shape, size, and location of the respective elements, and the user must be given some other reference in addition. There are some descriptions that do not meet the requirements.

Due to the deficiency, accessibility requirement 9.1.3.3 is non-compliant.

Focus does not always move correctly when using the keyboard.

The focus order of user interface elements must be logical and intuitive. The calendar element in the news and search sections of this website has deficiencies.

Due to this deficiency, accessibility requirement 9.2.4.3 is non-compliant.

High contrast mode does not partially apply, and the colors used do not meet the high contrast requirements.

The website offers the option to enable high contrast mode, but it does not apply to Power BI dashboards embedded in the website using iFrame. Some Power BI dashboard elements do not meet the contrast requirements.

Due to this deficiency, accessibility requirement 9.1.4.3 and 9.1.4.11 is non-compliant.

Documents published on the website have deficiencies.

All document functions must be usable with the keyboard alone. There are deficiencies in the downloadable files from this website.

Due to this deficiency, accessibility requirement 10.1.3.1 and 10.2.1.1 is non-compliant.

The content and features listed below are subject to a disproportionate burden

The videos published on the YouTube channel of my municipality and added to the content pages or news of this website do not have subtitles.

To make them accessible, subtitles that convey their content synchronously must be added to the videos. We have assessed the addition of subtitles to the videos as a disproportionate burden. The slides presented in the videos are usually published with the videos.
