Minuomavalitsus uses a comprehensive evaluation methodology that encompasses over 700 metrics. These metrics are sourced from a variety of institutions, registers, municipalities, and centrally-conducted satisfaction surveys.

The sources of data for evaluating local governments can be broadly categorized into three types: 1) registers and institutions, 2) satisfaction surveys, and 3) local governments themselves.

Data from registers and institutions is gathered from various organizations, such as the Social Insurance Board and the Estonian Tax and Customs Board. Satisfaction surveys are conducted regularly to collect feedback from residents on their level of satisfaction with local public services. Finally, data from local governments themselves is also used in the evaluation process, such as financial statements and reports on the performance of various services. These three types of data sources provide a comprehensive view of the performance of local governments, allowing for a more accurate evaluation of the quality of public services provided to residents.

Service level data is publicly available to everyone

To ensure the objectivity and transparency of the service evaluation process, we make the data used in the evaluation publicly available on an annual basis. This data is published separately and can be accessed by anyone who wishes to review it.

Data in machine-readable format

In machine-readable format (txt format) there are four files: classifier (klassifikaator), service level (teenustase), fulfillment of criteria (kriteeriumite_tätimine), and data (andmed). The classifier file contains information about the criteria and thresholds (i.e., names and grouping of criteria and thresholds). The service level file contains the calculated service level on a scale of 0-9 for all municipalities for all services. The fulfillment of criteria file lists the data on the fulfillment of all thresholds for all municipalities, where "1" means fulfilled, "0" not fulfilled, and "x" means that this criterion is not evaluated for that municipality. The data file contains all the raw data used for evaluating the criteria, including both textual and numerical data. The files can be connected based on the criterion_id (kriteerium_id) field. The files provide data for all years.

How often is the data updated?

The data is generally updated annually, except for the residents' satisfaction survey, which is updated every two years. However, in certain areas and for specific evaluation criteria, the data may be updated or corrected several times throughout the year. More information regarding the frequency of data updates can be found in the description for each evaluation criterion.
