European Structural and Investment Funds period 2021-2027

The website Minuomavalitus.ee assesses the level, accessibility, and quality of public services in Estonian municipalities with hundreds of evaluation criteria and makes the results available to everyone. Publicizing the results promotes discussions among citizens, municipalities, and the government and encourages municipalities to improve the quality of the public services they provide continually.

The project's goal is to develop a system for evaluating the service levels of local municipalities, focusing on improving the accessibility, quality, and efficiency of local services. The objective is to enhance the professional competence of local government employees and their ability to manage and collaborate in shaping and developing local public services. At the national level, the aim is to increase the competency in policymaking related to local public services in ministries and improve the advisory capacity of state institutions for local municipalities' services.

The project budget in 2023-2027 is 365,583 euros, with 70 percent, which is 255,908 euros, funded by the European Union (fund period 2021-2027), and 30 percent, which is 109,675 euros, provided as national co-financing.

European Structural and Investment Funds period 2014-2020

During the 2020-2023 period, the project's budget was 416,000 euros, with 85 percent (353,600 euros) funded from the European Social Fund (fund period 2014-2020) and 15 percent (62,400 euros) as national co-financing. To achieve the project's objectives, a website showcasing the levels of local services, MyMunicipality.ee, was created (the development costs were covered from the Ministry of Finance's budget and were not part of the project). A team was hired to ensure the website's functionality and development. The MyMunicipality website was completed and made public in August 2020, shortly after the project's commencement.

During the 2020-2023 period, the project employed three team members: a project manager, a data analyst, and a data manager. During this period, activities focused on the development of the methodology for assessing service levels, data collection, analysis, data dissemination, tool promotion, training, and the creation of instructional materials.
