Resident satisfaction survey

A nationwide resident satisfaction survey is conducted every two years.

The aim of the survey is to get an overview of the satisfaction of Estonian residents with their local government public services and living environment. The survey results are input for public sector institutions in regional policy planning and evaluating the effectiveness of current activities. It is important feedback for local governments to make further development plans.

The survey is conducted among Estonian residents aged 16 and older. The sample for the survey is formed from random selection of population registry data. Those selected for the sample are receiving an email invitation to participate in the survey. Those selected for the sample can complete the survey questionnaire online. In population groups where the response rate online is low, missing surveys are collected by telephone survey.

Satisfaction survey 2024

In 2024, a satisfaction survey is conducted by AS Emor on behalf of the Ministry of Regional Affairs and Agriculture.

Satisfaction survey 2022

In 2022, a satisfaction survey was conducted by Turu-Uuringute AS on behalf of the Ministry of Finance. 

Satisfaction survey 2020

To determine the satisfaction of residents, a survey on the satisfaction with local government services and living environment was conducted in January 2020 in cooperation with the Statistics Estonia. The data was collected and presented with local government accuracy. Detailed information on the resident satisfaction survey can be found in the Statistics Estonia database here.
